The IRCs are able to act as negotiator or broker between the owner of the technology and the entrepreneur from the SME.

Nominal fees may be charged for access to the database relating to technology offers, but this varies from country to country.

A certain fee may be introduced for some services, such as the adoption of a technology that would give a competitive lead to a company.
